The NEBOSH HSE Certificate in Health and Safety Leadership Excellence , also known as the NEBOSH HSLE Certificate, is a one-day senior leadership qualification co-developed by NEBOSH and the UK Health and Safety Executive (HSE) . It is built specifically for board members, directors, executives and aspiring senior leaders who set the tone-from-the-top on safety culture.
The qualification is delivered as a single unit, HSL1 , covering seven topics: what H&S leadership means, the moral, legal and business case, the link between leadership and culture, leadership styles, human-failure patterns, the HSE model of effective H&S leadership, and how leaders build credible relationships with the workforce. Assessment is by reflective statements and a leadership intervention you commit to deliver, there is no closed-book exam.

HSL1 SYLLABUS
HSL1 is a single unit with seven topics, co-developed with Great Britain Health and Safety Executive (HSE). The syllabus is built specifically for senior leaders and directors, the focus is leadership behaviour, culture and the HSE model of effective H&S leadership , not technical risk-assessment skills.
The HSE Certificate in Health and Safety Leadership Excellence is built specifically for senior leaders and directors. The General Certificate covers everyday H&S management for advisers and line managers; the Diploma is the senior-practitioner route to CMIOSH. Most HSLE delegates already have a General Cert or Diploma, HSLE is the leadership add-on.

The format is designed for board-level audiences who reflect well but rarely sit exams.

Duration: Completed alongside the 1-day course, no separate exam day
What you produce: 5 reflective statements (Leadership values 1–5) + an intervention & action plan you commit to deliver
Marking: Set and marked by NEBOSH; assessment guide HSL1 v1 (Oct 2023)
Pass: Marked as competent / not yet competent on each reflective record
Results: Typically returned within 24 working days; certificate issued within 20 working days of confirmation
Resits: If "not yet competent" on any record, you can rework and resubmit through your KeyOstas tutor
