The NEBOSH Construction Certificate is aimed at site managers, project managers, CDM dutyholders, principal contractor representatives, and construction safety advisers. There are no formal entry requirements; NEBOSH recommends English at roughly IELTS 6.0 or equivalent. Most learners study alongside full-time work.

The Building Safety Act 2022 has redrawn the H&S landscape for UK construction. Higher-Risk Building (HRB) duty-holders, Principal Designers and Principal Contractors must now demonstrate explicit competence, "golden thread" information management and Gateway 2/3 sign-off.
