Quick answer
IOSH Leading Safely is a 5-hour IOSH-approved safety leadership qualification for directors, executives and senior leaders, awarded by the Institution of Occupational Safety and Health. It covers five modules, leading safely, plan-do-check-act, leadership and culture, strategy and performance, and a personal action plan, and is assessed via the IOSH diagnostic tool (mobile app) plus a personal action plan commitment. There are no entry requirements, and the digital certificate has no expiry date.
Is it the right fit?
IOSH Leading Safely is the right qualification when you need directors and senior leaders to set safety strategy and culture from the top, not when you need line managers running day-to-day operational safety. Here’s the line.
What you’ll be able to do
By the end of the 5 hours every delegate has a sharper safety leadership skillset, a benchmarked view of their organisation’s position against international good practice, and an IOSH-recognised personal action plan they can take straight to the next board meeting.
Strategic understanding
Articulate your organisation’s safety vision and translate it into actionable strategy. Frame safety as a value driver, productivity, profit, reputation, brand, not just a cost.
Use the IOSH diagnostic to position your organisation against international good practice. Identify where you lead and where you lag, with structured evidence for the board.
Know your personal accountability under UK law (HSWA 1974, Corporate Manslaughter Act 2007, Section 37 director liability). Understand the moral case alongside the legal.
Lead change
Apply IOSH’s management-system framework at strategic level. Allocate resources, set objectives, monitor performance, embed continuous improvement from the board down.
Understand the leadership behaviours that drive a positive safety culture, visibility, consistency, decision-making, communication. Recognise the behaviours that erode it.
Walk out with a written, IOSH-recognised personal action plan for the next 30, 60, 90 days. Specific actions, metrics, accountability you can hold yourself and fellow leaders to.
Syllabus
The IOSH Leading Safely syllabus has 5 modules. The structure is set by IOSH and identical across every approved provider, what differs is the trainer, the worked examples and the case studies. KeyOstas builds the discussion around your sector and your board agenda.
The moral, legal and financial case for senior leaders to own safety. Why IOSH developed the Leading Safely qualification, and what changes when leadership engages with health and safety properly. Director responsibility set in plain terms.
IOSH’s management-system framework applied at leadership level. Setting direction, allocating resources, monitoring performance, continuous improvement, from the board down.
The leadership behaviours that drive safety culture. Visibility on site, decision-making under pressure, communication of priorities, and the gap between what leaders think they signal and what employees actually see.
Benchmarking against international good practice. Setting safety and health ambitions. Measuring impact in language the board already uses, productivity, retention, insurance, brand, reputation.
The IOSH diagnostic-tool walkthrough on the mobile app. Personal commitment to a written action plan with 30, 60, 90-day milestones, the assessment piece that earns the digital IOSH certificate.

Where Leading Safely fits
IOSH Leading Safely isn’t a job-hunting credential, it’s a leadership credential that boards use to evidence safety commitment at the top. It appears in ISO 45001 audit responses, insurance reviews, major-client procurement assessments, ESG reporting and post-incident leadership evidence. It signals that the people setting safety strategy have been trained to a recognised IOSH standard.
Governance and audit contexts above reflect current UK regulatory frameworks as at May 2026. IOSH Leading Safely is recognised by ISO 45001 auditors, major-client procurement teams and insurance reviewers as evidence of leadership-level safety commitment.
Assessment
One combined assessment at the end of the 1-day course. Marked by IOSH-approved markers. Most delegates finish well inside the 30-minute slot.
A structured set of critical questions accessed via the IOSH mobile app. Identifies your organisation’s current safety and health position against international good practice. Around 20 minutes of guided self-assessment that frames where you lead and where you lag.
Your written commitment to specific safety leadership actions across the next 30, 60 and 90 days. IOSH provides the template; your action plan is yours to own, share with the board, and revisit.
IOSH issues the digital certificate within 24 hours of action-plan sign-off. KeyOstas handles registration with IOSH on every delegate’s behalf, no separate sign-up required. The personal action plan stays with each delegate to revisit at 30, 60, 90-day milestones; KeyOstas offers an optional follow-up review session at 90 days.
Training and support
Every KeyOstas IOSH trainer holds current IOSH membership, has direct UK industry experience (most are former safety leads in construction, manufacturing, FM or logistics), and is independently audited as part of our IOSH-approved provider status.
The IOSH paper is straightforward when delegates have engaged with the material, but exam technique still matters at this level. We walk delegates through the IOSH diagnostic-tool flow and the action-plan template before the assessment piece.
Two delivery formats, both closed to your team, same syllabus and same IOSH certificate. On-site: our trainer comes to your premises with everything needed. Virtual: a live virtual classroom over Microsoft Teams or your preferred platform.
The IOSH Leading Safely digital certificate has no expiry date. IOSH recommends a refresh every 3 years, KeyOstas can run repeat cohorts on the same site for new starters or refresher groups.
KeyOstas IOSH Leading Safely sessions are led by IOSH-approved tutors with 10+ years of UK senior-leadership delivery experience, trainers who have worked with boards in construction, manufacturing, healthcare, FM, logistics and public-sector contexts. Each is independently audited as part of our IOSH-approved provider status. On-site name and bio confirmed when you book.

Why KeyOstas
There are 2,000+ IOSH-approved providers worldwide. Five reasons KeyOstas is one of the longest-standing in the UK.
01
KeyOstas holds full IOSH-approved provider status. Our trainers, materials and assessment processes are independently audited by IOSH each year. Not every provider holds that status, some run unaccredited “IOSH-style” courses without the official certificate.
02
We’ve built our IOSH Leading Safely delivery around senior leaders, concise, scenario-led, jargon-light. Can be delivered as a single 5-hour block or as two 2.5-hour sessions to fit around board commitments. The course is jargon-light, scenario-heavy, and runs in one day with everyone certified at the end of it.
03
A 100% first-time pass rate across our IOSH courses. Every delegate completes the IOSH diagnostic-tool flow and signs off a personal action plan they can take to the next board meeting.
04
One named contact for booking, joining instructions, site access, reasonable adjustments and IOSH registration. We come to you, either on-site or as a closed virtual classroom, no co-ordinating a coach to a training centre, no Microsoft Teams accounts for the warehouse team.
05
Tutor on the end of the phone after the course. Repeat cohorts on the same site for new starters. Pathway signposting if a board wants to follow up with IOSH Safety for Executives and Directors for governance-specific exposure.

FAQs
The questions UK buyers and PAs ask most often about board delivery, assessment, certification and audience fit.
IOSH Leading Safely is a five-hour IOSH-approved safety leadership qualification for directors, executives and senior leaders. Awarded by the Institution of Occupational Safety and Health (IOSH), it equips senior leaders to set safety culture from the top, benchmark organisational performance, and commit to a personal action plan driving measurable improvement in health and safety outcomes.
Senior leaders, directors, board members and executives with strategic responsibility for safety culture. It is not aimed at line managers (that is IOSH Managing Safely, 3 days, Level 2) or front-line workers (that is IOSH Working Safely, 1 day, Level 1).
Five hours flexible. KeyOstas delivers it as a single half-day, a single 5-hour block, or split across two 2.5-hour sessions to fit around board commitments. In-company at your boardroom or as a closed virtual classroom.
Through the IOSH diagnostic tool, accessed via a mobile app. The diagnostic identifies your organisation current safety and health position against critical questions. At the end of the course every delegate commits to a personal action plan with 30, 60, 90-day milestones. There is no traditional pass/fail exam.
Level 1, an awareness-level qualification, not Ofqual-regulated. It is internationally recognised by UK boards, insurers, ISO 45001 auditors and major-client procurement assessments as evidence of leadership-level safety commitment.
No formal entry requirements. Learners benefit most when they currently hold a leadership role in their organisation. IOSH lists Corporate Governance as a stepping-stone course but it is not mandatory.
We deliver IOSH Leading Safely in-company only, and price on application. The cost depends on delegate numbers, your site location, and delivery format (single block or split sessions). Get in touch with your group size and postcode for a tailored quote. All prices include IOSH registration, the diagnostic tool and digital certificates.
No, the IOSH Leading Safely digital certificate has no expiry date. IOSH recommends a refresh every 3 years to stay current with evolving leadership good practice. KeyOstas can run repeat sessions for new board members or refresher cohorts.
No public open cohorts. We deliver IOSH Leading Safely as a private in-company course, either on-site at your boardroom, or as a closed virtual classroom for your leadership team over Microsoft Teams or your preferred platform. Same content, same diagnostic, same IOSH certificate in both formats.
Different audiences. IOSH Leading Safely (5 hours, Level 1) is for senior leaders setting strategy and culture. IOSH Managing Safely (3 days, Level 2) is for line managers and supervisors with day-to-day operational H&S responsibility. If you manage people on the ground, you want Managing Safely. If you set the safety strategy, you want Leading Safely.
IOSH Leading Safely is broader leadership scope, strategy, culture, action planning. IOSH Safety for Executives and Directors (SED) is more governance-specific, with greater focus on director-level legal liability and corporate governance. Many boards do Leading Safely first, then SED for governance-specific exposure. Talk to us about combined programmes.
Up to 12 delegates per session with no formal minimum. Most leadership teams fall well within this. For very large senior cohorts we run consecutive sessions to keep the discussion quality high.
Every delegate walks out with their digital IOSH certificate (issued within 24 hours) and their personal action plan with 30, 60, 90-day milestones. KeyOstas can run an optional follow-up review session at 90 days to revisit action-plan progress with the leadership team. Talk to us about that as part of your quote.
